On September 8, 2022, the CAS Major Scientific and Technological Infrastructure Maintenance and Retrofit Project "Intermediate Survey and Dry Dock Maintenance for R/V Shiyan 1" undertaken by the South China Sea Institute of Oceanology, Chinese Academy of Sciences, successfully passed acceptance inspection organized by the CAS Bureau of Conditions Guarantee and Finance. The acceptance meeting was chaired by Deputy Director Ma Xiaoli of the CAS Bureau of Conditions Guarantee and Finance.
The expert panel heard the project summary report presented by the project leader, reviewed relevant project documentation, and conducted inquiries regarding project implementation processes and completion of assessment indicators. Financial experts conducted on-site spot checks of accounting vouchers and detailed ledgers. Following deliberation and discussion, the acceptance expert panel unanimously concluded that the project team completed all maintenance and retrofit tasks specified in the task requirements, established comprehensive project financial management systems, maintained standardized accounting practices, and demonstrated fundamentally reasonable expenditure with dedicated fund usage and separate accounting. The acceptance expert panel agreed to approve the "R/V Shiyan 1 Special Survey" project for acceptance.
Following completion of the intermediate survey and dry dock maintenance, the R/V "Shiyan 1" complies with the "Rules for Classification and Construction of Steel Ships" and the "Statutory Survey Rules for Ships and Offshore Installations" and other relevant legal requirements, maintaining the validity of related classification certificates. The retrofitted research vessel has participated in 5 marine scientific expedition missions, with 120 days of operational service at sea, and all systems have operated without failure, providing adequate support to meet the requirements of marine scientific research missions.
